An System Upgrade at a Live Council Office in Hertfordshire
Scope of Work
System D were awarded the project of working with a new client to upgrade a legacy Access Control System for council offices in Hertfordshire across three buildings.
Work Carried Out
Working in an active office, System D were tasked with installing a modern access control system whilst removing the legacy system and maintaining the security of an operational council office. Communication with the client was vital during the planning phase of this project to ensure the building remained secure and staff could always continue with their daily activities.
A new server was built to host PACs access central software and communicate with the newer PAC 500 series controllers. Multi-tech card readers were used to ensure the council could change to newer and more secure card technologies at a later date, to suit them. All locking hardware was changed like for like, and all exit buttons and emergency break glasses were updated to ensure minimal disruption through down time.
CCTV System Upgrade
The existing analogue CCTV system, consisting of 49 cameras and 4 recorders, was replaced with a modern IP-based solution featuring 53 high-resolution cameras and a single recorder. A key requirement was to avoid any loss of external camera coverage during the upgrade. We achieved this by running the old and new systems in parallel, allowing a phased migration. Camera downtime was kept to short, controlled windows of around 2 hours during daytime hours, ensuring ongoing security coverage overnight and throughout the transition.

ComelitPAC assisted the sales team in specifying the system and supported the onsite team with training.
We worked closely with Tradeid to procure all of the kit for the project. Experts at TradeiD ensured ongoing compatibility between existing card technologies, futureproofing and card printing.
Project Review
Due to the relationship the team had with the client, we were able to work around the operational challenges were throughout the project.
The kit specified by ComelitPAC met the needs of the client, whilst there were additions, there was no needless variations. Overall we were happy with how the team executed the project.
